The United Nations Development Programme (UNDP) has reaffirmed its commitment to strengthening Liberia’s development agenda following a high-level meeting between UNDP Resident Representative to Liberia Dr. Dia and the Liberian leader , Joseph Nyuma Boakai in Paynesville.
The meeting, held at the President’s Rehabilitation Office, focused on deepening collaboration across governance reform, climate resilience, digital innovation, healthcare modernization, and youth empowerment areas central to Liberia’s national development framework under the ARREST Agenda for Inclusive Development.
UNDP’s engagement comes at a crucial time as Liberia seeks to sustain economic growth, which the International Monetary Fund (IMF) projected at 5.1% in 2025, while grappling with infrastructure deficits, climate vulnerability, and public sector efficiency challenges.
During the briefing, Mr. Dia updated President Boakai on UNDP’s ongoing technical support to Liberia’s Performance Management and Compliance System, a key institutional reform designed to improve government accountability and service delivery.
He also disclosed the agency’s readiness to support the operationalization of the President’s Delivery Unit, a strategic mechanism expected to accelerate implementation of priority government programs.
Governance experts note that Liberia has historically struggled with execution gaps in public policy.
Recent performance assessments showed that only a fraction of flagship government commitments reached full implementation within their projected timelines, underscoring the urgency for stronger delivery systems.
On climate action, UNDP highlighted efforts to mobilize increased climate financing for Liberia, including support for coastal defense projects in vulnerable communities where coastal erosion and rising sea levels continue to threaten thousands of residents.
Liberia, with over 560 kilometers of coastline, remains among West Africa’s most climate-vulnerable nations.
Environmental studies estimate that nearly 70% of Monrovia’s coastline faces severe erosion risks, with low-income settlements bearing the heaviest burden.
A major focus of the discussion was Liberia’s digital transformation agenda. Mr. Dia outlined plans to establish County Innovation Hubs nationwide and confirmed ongoing collaboration to build an Artificial Intelligence and Cybersecurity Center .
The initiative is expected to prepare thousands of young Liberians for the future digital economy.
Current data suggests that Liberia’s youth unemployment remains above 35%, making digital skills development a strategic priority for long-term economic competitiveness.
In healthcare, UNDP updated the President on support for digitalizing the registration system, a move aimed at improving patient data management and healthcare efficiency.
The agency also discussed plans to improve rural access to safe drinking water and essential health services.
Mr. Dia also reiterated UNDP’s support for President Boakai’s peace and reconciliation agenda, describing national unity as a cornerstone for sustainable growth and social cohesion.
President Boakai welcomed the updates and praised UNDP for what he described as “practical and impactful partnership” with Liberia, emphasizing the importance of stronger cooperation in building resilient institutions, creating opportunities for young people, and improving public services.
UNDP has been one of Liberia’s longstanding development partners since the country’s post-war reconstruction period, investing millions of dollars in governance reforms, elections support, environmental sustainability, and poverty reduction programs over the last two decades.
Analysts say the renewed engagement signals growing international confidence in Liberia’s reform trajectory as the Boakai administration intensifies efforts to modernize governance and attract global development support.
