Liberia has taken another significant step toward transforming its maritime sector after signing a landmark Memorandum of Understanding (MoU) with France’s HAROPA PORT, one of Europe’s largest integrated river and maritime port networks, in a move expected to modernize the country’s ports, strengthen trade logistics, and deepen economic cooperation between the two nations.
The agreement, signed in Le Havre, France’s largest container port, establishes a long-term framework for cooperation between Liberia’s National Port Authority (NPA) and HAROPA PORT in areas ranging from smart port technologies and digital transformation to infrastructure modernization, logistics innovation, technical training, and sustainable maritime development.
The partnership marks a major milestone in the growing diplomatic and economic relationship between Liberia and France and follows months of high-level engagement spearheaded by the Embassy of the Republic of Liberia in France, led by Ambassador Teeko Teeko Tozay Yorlay, Sr.
Maritime transport remains the backbone of global commerce, carrying approximately 80 percent of world merchandise trade by volume and more than 70 percent by value, according to the United Nations Conference on Trade and Development (UNCTAD).
For Liberia whose economy relies heavily on imports, exports, mining, agriculture, and maritime services efficient seaports are considered essential to sustainable economic growth.
The National Port Authority manages Liberia’s four commercial seaports:
Freeport of Monrovia, the country’s principal gateway handling the majority of international cargo;
Port of Buchanan, serving the mining and agricultural sectors;
Port of Greenville, supporting southeastern Liberia’s economic activities; and
Port of Harper, facilitating regional trade in Maryland County.
Together, these ports serve as critical gateways for commerce, investment, employment, and regional integration within the Economic Community of West African States (ECOWAS).
The new partnership is expected to support Liberia’s ongoing efforts to modernize aging port infrastructure, improve operational efficiency, digitize cargo management systems, strengthen supply chain resilience, and attract greater international shipping traffic.
HAROPA PORT represents one of Europe’s most sophisticated maritime logistics systems, integrating the ports of Le Havre, Rouen, and Paris into a single network.
The French port complex is recognized as:
France’s largest river and maritime port;
The fourth-largest port in Northern Europe;
A logistics gateway linking Europe to nearly 650 ports worldwide;
A leader in green shipping, digital logistics, and automated terminal operations.
Through the partnership, Liberia will benefit from technical expertise and institutional cooperation in:
Smart port technologies and digital transformation;
Automated cargo handling systems;
Modern logistics and terminal management;
Infrastructure rehabilitation and expansion;
Capacity building and workforce development;
Environmental sustainability and climate-resilient port operations; and
Long-term institutional collaboration.
Industry analysts believe such reforms could significantly reduce cargo clearance times, lower logistics costs, improve customs efficiency, and enhance Liberia’s competitiveness as a maritime gateway for West Africa.
Speaking during the signing ceremony, Ambassador Teeko Teeko Tozay Yorlay, Sr. described the agreement as another important chapter in Liberia-France relations.
“This Memorandum of Understanding represents another important step in strengthening the longstanding friendship and economic cooperation between Liberia and France.
Through this partnership, Liberia stands to benefit from world-class expertise in port management and technology while opening new avenues for investment, trade, and maritime cooperation between our two countries.”
The Ambassador noted that the Embassy remains committed to attracting strategic investments capable of supporting President Joseph Nyuma Boakai’s economic transformation agenda.
National Port Authority Managing Director Sekou A. M. Dukuly described the agreement as a practical roadmap for institutional transformation rather than merely a ceremonial document.
He emphasized that the partnership reflects a shared commitment to mutual trust, innovation, knowledge exchange, and sustainable development.
According to Dukuly, while HAROPA PORT stands among Europe’s leading maritime logistics hubs, Liberia is actively implementing an ambitious modernization strategy designed to reposition its ports as efficient gateways for regional and international commerce.
He thanked HAROPA PORT, the Le Havre Port Center, Ambassador Yorlay, the Embassy of Liberia in France, and all stakeholders whose collaborative efforts made the agreement possible.
The NPA Managing Director expressed confidence that the partnership would produce measurable benefits for both countries through expanded technical cooperation and increased investment opportunities.
HAROPA PORT’s Director for International Relations, European Affairs and Strategic Foresight, Cedric Virciglio, reaffirmed the French institution’s commitment to building long-lasting partnerships across Africa.
“HAROPA PORT is pleased to embark on this new partnership with the National Port Authority of Liberia. We believe that cooperation, innovation, and the sharing of expertise are essential to building the ports of tomorrow.
This Memorandum of Understanding opens the door to meaningful collaboration that will benefit both institutions and contribute to the sustainable development of maritime trade between Africa and Europe.”
Liberia occupies a unique position in global shipping. Beyond its commercial ports, the country is internationally recognized for operating one of the world’s largest ship registries, with thousands of vessels flying the Liberian flag and contributing significantly to the country’s foreign exchange earnings.
Although the new agreement focuses specifically on port management and infrastructure rather than ship registration, experts say improved port facilities could further strengthen Liberia’s reputation as a major maritime nation while supporting the government’s broader objectives of economic diversification, trade facilitation, and private-sector investment.
The Memorandum of Understanding provides a non-exclusive framework for regular consultations, technical exchanges, information sharing, joint projects, and future collaborative initiatives.
Officials from both countries expressed optimism that the partnership would strengthen commercial ties between Africa and Europe while helping Liberia build resilient, technologically advanced ports capable of meeting the demands of modern international trade.
As Liberia continues implementing reforms aimed at improving infrastructure and attracting foreign investment, the agreement with HAROPA PORT is widely viewed as a strategic step toward transforming the country’s maritime sector into a more competitive engine of national economic growth and regional connectivity.
