Liberia has secured a major infrastructure financing package following the signing of a US$30 million loan agreement with the Arab Bank for Economic Development in Africa (BADEA) to fund the upgrading and pavement of the Salayea–Konia Road, a critical transportation corridor linking the country’s northwestern region to key economic and trade routes.
The agreement was signed on Tuesday in Vienna, Austria, during the OPEC Fund Development Forum and the institution’s 50th Anniversary celebrations, underscoring Liberia’s growing engagement with international development partners and investors.
Liberia’s Minister of Finance and Development Planning, Augustine Kpehe Ngafuan, signed on behalf of the Government of Liberia, while BADEA President Abdullah Almusabeeh signed on behalf of the Arab development institution.
Strategic Infrastructure Investment
The US$30 million financing package will support the construction and upgrading of the Salayea–Konia road segment, a vital section of the larger Gbarnga–Mendikorma Highway.
The project is expected to significantly improve transportation networks between Bong and Lofa Counties while strengthening connections to regional markets in neighboring Sierra Leone and Guinea.
Government officials say the road project will reduce travel times and transportation costs, facilitate trade and commerce, improve access to healthcare and education services, and create new economic opportunities for thousands of residents living in rural communities.
The initiative forms part of Liberia’s broader infrastructure modernization agenda aimed at enhancing connectivity, stimulating economic growth, and promoting balanced regional development.
Government Hails Growing Partnership with BADEA
Speaking during the signing ceremony, Finance Minister Ngafuan praised BADEA’s continued support for Liberia’s development priorities and described the agreement as a reflection of the confidence international development partners have in the country’s economic future.
“On behalf of President Joseph Nyuma Boakai and the Government and people of Liberia, I extend sincere appreciation to BADEA for this significant investment in our nation’s infrastructure.
This financing demonstrates confidence in Liberia’s development trajectory and will have a transformative impact on communities across Bong and Lofa Counties,” Ngafuan stated.
The minister emphasized that the Salayea–Konia Road project represents a cornerstone of the government’s efforts to unlock economic potential in northwestern Liberia and improve national integration through modern transportation infrastructure.
Part of Larger Regional Highway Development Initiative
Officials noted that the project complements ongoing investments from the Kuwait Fund for Arab Economic Development (KFAED), the Saudi Fund for Development (SFD), and the OPEC Fund, making it one of the most ambitious road development programs currently underway in Liberia.
The broader highway initiative is expected to boost agricultural productivity by improving access to markets for farmers, attract private-sector investment, generate employment opportunities, and strengthen regional trade under the framework of the Mano River Union.
Economic analysts have long identified road infrastructure as a key requirement for expanding commercial activity and reducing the logistical challenges faced by businesses operating in Liberia’s interior counties.
Additional Development Financing Under Consideration
Beyond transportation infrastructure, BADEA is reportedly exploring opportunities to expand its development portfolio in Liberia through investments in energy, water supply, sanitation, and healthcare services.
Ongoing discussions include potential financing support for the Botota–Mendikorma Electrification Project, water supply systems in Ganta, Buchanan, and Kakata, as well as sewage rehabilitation initiatives in Montserrado County and other priority development projects.
These prospective investments align with the Liberian government’s efforts to address critical infrastructure gaps and accelerate socioeconomic development across the country.
Invitation Extended for Independence Anniversary Celebrations
During bilateral discussions preceding the signing ceremony, Minister Ngafuan followed up on President Boakai’s invitation to BADEA President Abdullah Almusabeeh and other Arab development partners to visit Liberia during the nation’s 179th Independence Anniversary celebrations in July 2026.
The visit is expected to coincide with the official dedication of the completed 81-kilometer Gbarnga–Salayea Road Project, which was jointly financed by BADEA and other Arab lending institutions.
The ceremony is also expected to mark the official launch of the next phase of the corridor development, the Salayea–Konia–Voinjama road segment.
Responding to the invitation, BADEA President Almusabeeh expressed appreciation to President Boakai and indicated his intention to participate in the July celebrations.
He confirmed that plans are underway for a visit to Liberia to witness the commissioning of the completed Gbarnga–Salayea road and the launch of the Salayea–Konia–Voinjama phase, for which BADEA has committed a US$30 million financing package.
Strengthening Liberia’s Development Outlook
The signing of the agreement marks another significant milestone in Liberia’s efforts to attract international development financing for critical infrastructure projects.
Government officials believe the investment will accelerate economic activity, enhance regional integration, and improve living conditions for communities across northwestern Liberia.
