His Majesty King Mohammed VI, accompanied by His Royal Highness Crown Prince Moulay El Hassan and His Royal Highness Prince Moulay Rachid, delivered a significant address to Parliament today, marking the opening of the first session of the fifth legislative year of the 11th Legislature.
In his wide ranging and forward looking speech, the Sovereign acknowledged the importance of the work undertaken by Parliamentarians, calling on them to approach this final legislative year with “seriousness, responsibility, and commitment to citizens’ priorities.”
As part of a Call for National Unity and Efficient Governance, His Majesty praised the progress made in parliamentary diplomacy and cooperation, while urging stronger synergy between parliamentary efforts and the country’s official diplomacy.
Stressing that development and social programs should not be seen as competing agendas, the King emphasized that both serve the unified objective of “improving the living conditions of all citizens, wherever they may be.”
“This is not the government’s responsibility alone,” said the Monarch. “It is also the duty of parliamentarians, elected officials, political parties, media, and civil society to support and communicate policies that directly affect citizens’ rights and freedoms.”
Accelerating the Vision of Emerging Morocco, Referencing his previous Throne Day Address, King Mohammed VI reiterated his vision for an “emerging Morocco” grounded in equity and inclusive growth.
He emphasized that local development is the true measure of national progress and called for a collective national effort to reduce social and inter-regional disparities.
“Achieving social justice and combating inter-regional disparities are not empty slogans,” the King stated.
“They are strategic policy imperatives that must guide all national development efforts.”
He further highlighted the need for a transformation in work culture one that values efficiency, data-driven decision-making, and digital innovation to ensure that government programs deliver tangible, timely results.
Strategic Priorities: Fragile Areas, Coastal Development, and Rural Revitalization
In a detailed outline of upcoming priorities, His Majesty focused on three critical areas:
Fragile and Mountainous Areas: The King called for a renewed development policy for mountainous regions, which comprise 30% of Moroccan territory. Such a policy, he noted, must be tailored to their specific needs and potential, Sustainable Coastal Development: The Monarch stressed the importance of leveraging Morocco’s coastline through a balanced application of the Coastal Law and the National Coastal Plan, promoting a maritime economy that generates wealth and employment and
Emerging Rural Centers: His Majesty advocated for the expansion of the “emerging rural centers” program to better manage urban growth and enhance public service delivery in rural areas.
Speaking further on his Final Charge to Parliament: Unity, Diligence, and Integrity,
As the legislative year begins, King Mohammed VI called upon Parliament, government officials, and all stakeholders regardless of political affiliatio to prioritize national interests above all else.
He urged them to fulfill their responsibilities with integrity, commitment, and a spirit of public service, Quoting the Holy Qur’an, the Monarch, “Then shall anyone who has done an atom’s weight of good see it; and anyone who has done an atom’s weight of evil shall see it.”
