President Joseph Nyuma Boakai Sr. returned to Liberia on Saturday following a high-level working visit to the Republic of Türkiye, marking what government officials describe as one of the most significant diplomatic engagements between the two nations in recent years.
The visit, held in Ankara at the invitation of Recep Tayyip Erdoğan, is expected to reshape bilateral relations by opening new opportunities for trade, infrastructure development, investment, aviation, education, healthcare, agriculture, energy, tourism, and human capital development.
The mission forms part of President Boakai’s broader foreign policy strategy aimed at expanding Liberia’s global partnerships under the Administration’s ARREST Agenda for Inclusive Development (AAID), which prioritizes economic transformation, infrastructure modernization, job creation, and sustainable national development.
During extensive bilateral discussions, Presidents Boakai and Erdoğan reaffirmed the longstanding friendship between Liberia and Türkiye while agreeing to deepen diplomatic and economic cooperation.
Among the major proposals discussed were:
Establishment of a Turkish Embassy in Monrovia.
Opening of a Liberian Embassy or Consulate General in Türkiye.
Launch of direct Turkish Airlines flights between Istanbul and Monrovia.
Potential Turkish partnership in the modernization and management of Roberts International Airport.
Expansion of Turkish private sector investment across Liberia’s priority sectors.
The leaders also explored cooperation in agriculture, road construction, renewable energy, mining, housing, manufacturing, tourism, healthcare, education, defense, and vocational training.
Analysts believe these initiatives could significantly improve Liberia’s connectivity with Europe, Asia, and the Middle East while attracting new foreign direct investment into one of West Africa’s emerging economies.
Türkiye has increasingly become an influential development and investment partner across Africa over the past two decades.
According to Turkish government figures, the country’s trade with Africa has grown dramatically from approximately US$5.4 billion in 2003 to well over US$40 billion in recent years supported by expanding diplomatic missions, infrastructure projects, education partnerships, and humanitarian assistance across the continent.
Liberia hopes to benefit from this growing engagement by attracting Turkish expertise in major infrastructure projects and industrial development.
President Boakai emphasized Liberia’s commitment to creating a favorable investment climate and encouraged Turkish businesses to explore opportunities in sectors with significant growth potential.
Education emerged as another central pillar of the discussions.
President Boakai welcomed possible collaboration with the Maarif Foundation, whose educational programs operate in dozens of countries worldwide.
The proposed partnership seeks to strengthen Liberia’s education sector by improving learning standards, expanding technical and vocational education, enhancing teacher training, and creating greater career opportunities for Liberian youth.
Government officials say investment in education remains essential to building a competitive workforce capable of supporting Liberia’s long-term economic transformation.
Infrastructure and Development Cooperation
President Boakai also met with Abdullah Eren, President of the Turkish Cooperation and Coordination Agency (TİKA), where discussions focused on expanding development cooperation.
One flagship project reviewed was the proposed 12th Street–Somalia Drive (Erdoğan Connector Road), expected to improve traffic flow, enhance urban mobility, and stimulate commercial activities in Monrovia.
The meeting also explored additional partnerships in institutional capacity building, technical assistance, healthcare, agriculture, and public sector development.
During the visit, President Boakai held a town hall meeting with members of the Liberian Students Association in Türkiye (LIST), led by President Abraham G. Suah, together with Istanbul Student Representative Abdurahim Sheik Diallo.
Students welcomed the opportunity to engage directly with the President while outlining several challenges confronting Liberians studying in Türkiye.
Among their key recommendations were:
Establishment of a Liberian diplomatic mission in Türkiye.
Improved passport renewal and consular services.
Stronger communication between government and students.
Formal recognition of student leadership structures.
Expanded educational support for Liberian scholars.
President Boakai praised the students for serving as positive ambassadors for Liberia and assured them that their concerns would receive appropriate government attention.
He encouraged them to remain committed to academic excellence and national service.
Another significant area of discussion involved visa facilitation for Liberian passport holders, particularly those already possessing valid United States or Schengen visas.
Both governments explored mechanisms to simplify travel procedures, strengthen tourism, encourage business exchanges, and promote cultural and educational interactions between their citizens.
Observers say improved mobility could further stimulate commercial partnerships and academic cooperation.
Diplomatic relations between Liberia and Türkiye have steadily expanded over the past decade, reflecting Türkiye’s broader engagement with Africa through investment, infrastructure development, humanitarian assistance, education, and trade.
President Boakai’s visit is widely viewed as another milestone in Liberia’s efforts to diversify international partnerships while positioning itself as an attractive destination for global investment.
Government officials believe the outcomes of the visit will contribute to economic growth, improved infrastructure, enhanced public services, and increased employment opportunities for Liberians.
