By: James Lahai‎ The Government of Liberia has launched a strict confidentiality policy for government workers and simultaneously preparing to retire more than 6,000 civil servants nationwide as anaggressive public sector reform measures.

‎Speaking during a press conference in Monrovia on Wednesday, Civil Service Agency (CSA), Director General Josiah Joekai announced the immediate implementation of a Confidentiality and Non-Disclosure Agreement (NDA) for public servants across ministries and public institutions.

‎Joekai said the measure is intended to promote professionalism, strengthen accountability, and protect sensitive government information from unauthorized disclosure.

‎‎“We are establishing a culture of responsibility and professionalism within the government,” Joekai said.

“Public servants must understand that official information is not for public circulation, personal advantage, or unauthorized disclosure.”‎‎

Under the new policy, government employees will be prohibited from sharing state secrets, citizens’ private information, internal plans, and confidential documents with outsiders.‎

The restrictions also apply to social media disclosures, communication with unauthorized individuals, and the use of government information for personal gain.

He noted that confidentiality obligations will continue even after employees leave government service.‎‎“You cannot post confidential information online, share internal documents, disclose sensitive discussions to friends or journalists, or benefit personally from official information,” he stated.

“Public trust depends on discipline and respect for institutional processes.”‎

According to him, the agreement was reviewed and approved by Attorney General and Minister of Justice N. Oswald Tweh Sr., and that all ministries, agencies, commissions, autonomous institutions, and state-owned enterprises are expected to enforce compliance.

‎‎Institutions have been given until July 31, 2026, to ensure employees sign the agreement and submit compliance reports to the CSA.‎‎

Meanwhile, Joekai also announced the commencement of the 2026 National Retirement Exercise, targeting more than 6,000 public servants who have reached retirement age or qualify due to ill health under Liberia’s Pension Law.‎‎

“This exercise is intended to ensure that government employment remains lawful, efficient, and sustainable,” Joekai said.‎

The CSA Director General, the Ministries of Education and Health account for more than 4,000 of the workers identified for retirement consideration, with notifications already being communicated through their institutions.

‎‎The move marks a significant shift in government workforce management and signals tighter controls over both information handling and public sector accountability.
