The Ministry of Gender, Children and Social Protection (MoGCSP), with support from the World Bank, has successfully concluded a two-day comprehensive working session aimed at strengthening coordination and collaboration for the effective implementation of the Liberia Women Empowerment Project (LWEP).
The LWEP is a World Bank funded project specifically designed to improve gender equality and expand livelihood opportunities for women in six counties, Rural Montserrado, Bomi, Gbarpolu, Grand Cape Mount, Rivercess, and Grand Gedeh, while also strengthening the institutional capacity of the Government of Liberia to advance gender equity across sectors.
As the lead entity for promoting gender-responsive programming, the Ministry’s Women Empowerment Division spearheaded the session to enhance operational alignment among implementing partners including the Ministries of Education (MOE), Health (MOH), and Agriculture (MOA), as well as Plan International-Liberia and key community stakeholders.
The session convened 36 participants, comprising County Gender Coordinators from all six project counties, staff from the Project Management Unit (PMU), technical committee members, and representatives of women’s civil society organizations.
The primary focus was to strengthen structured coordination, clarify roles and responsibilities, and establish effective communication pathways across the project’s implementation structure.
The two-day engagement was guided by the following objectives: Strengthen coordination and collaboration between the Women Empowerment Division and all project stakeholders; define the roles and responsibilities of County Gender Teams and focal persons; present the Ministry’s lead personnel to implementing partners and association members for ongoing engagement and support; identify challenges and collectively propose solutions for efficient, gender-responsive service delivery.
The session delved into the three strategic components of the Liberia Women Empowerment Project: Shifting Social Norms and Enhancing Access to Basic Services, Building Economic and Social Empowerment Opportunities for Women, Strengthening Public Institutions for Gender Equality.
Participants engaged in dynamic discussions on implementation frameworks, information flow, and results-based monitoring, in line with the Project Implementation Manual (PIM). County Gender Coordinators shared field insights, clarified expectations, and reinforced coordination links with national stakeholders.
Additionally, the session introduced newly assigned focal persons to the project’s components and operational structure, ensuring alignment with the Ministry’s gender mainstreaming strategies and project deliverables.
By the close of the session, the following outcomes were achieved: Strengthened collaboration between national, county-level teams, and implementing partners; Clearly defined roles and responsibilities for County Gender Coordinators and key focal points; Improved communication and reporting frameworks for smoother implementation; Shared understanding of project timelines, deliverables, and accountability mechanisms.
This working session represents a pivotal moment in the rollout of LWEP, placing emphasis on inclusive leadership, shared accountability, and meaningful community impact.
