The Liberia Land Authority (LLA) on Friday launched its Second Revised Strategic Plan (2025–2029), a comprehensive framework aimed at improving land governance, administration, and sustainable land management across the country.

Speaking at the ceremony in Monrovia, LLA Chairman Samuel Kpakio said the new plan builds on lessons learned since the Authority’s establishment in 2016 and reflects achievements and challenges from earlier strategic cycles.

Chairman Kpakio described the 2025–2029 plan as “bold and forward-looking,” adding that it aligns with the Government of Liberia’s ARREST Agenda for Inclusive Development (AAID).

He emphasized that secure land tenure and equitable access to land are essential for peace, national cohesion, and economic growth.“The LLA’s mandate, to manage land resources, formulate national land policies, deliver efficient land services, and resolve land disputes, makes it a central institution in promoting peaceful and equitable land governance,” he said.

The revised plan identifies several core intervention areas, including:strengthening land governance and policy reform, enhancing legal and regulatory frameworks, improving land administration and public service delivery,advancing land-use planning and sustainable land management and building institutional and human resource capacity.

Kpakio noted that implementing these priorities will require strong collaboration with government and international partners. He particularly acknowledged the support of the Government of Sweden, the World Bank, the UNDP, and the European Union.

The revision of the Strategic Plan was conducted through a rigorous and participatory process involving Commissioners, Directors, technical staff, oversight officials, and the Swedish-funded Delivery of Sustainable Land Services in Liberia (SLSL) Project.

The LLA Chairman praised the Department of Land Policy and Planning for leading the technical sessions and commended staff for their professionalism and dedication.Also speaking at the event, Christopher Byren, Project Manager of the SLSL Project, reaffirmed Sweden’s commitment to supporting Liberia’s land governance reforms.

He lauded the LLA for demonstrating strong institutional leadership and a clear vision for improving land services nationwide.Kpakio extended the Authority’s gratitude to the Government of Sweden, noting that its continued support remains critical to strengthening Liberia’s land sector and advancing national development goals.
