On the margins of the Liberia–EU Business Forum, Liberia took a decisive step toward modernizing its maritime infrastructure as the Managing Director of the National Port Authority (NPA), Sekou Hussein Dukuly, held high-level strategic discussions with senior representatives of Antwerp Brussels International (ABI), a globally respected port development and management firm.

The ABI delegation was led by Abdel Zarioh, Director at ABI, alongside Tim Michelsen, with talks focusing on deepening technical cooperation aimed at transforming Liberia’s port operations in line with international standards.

Building Capacity at the Core of Reform

Central to the discussions was the design and implementation of comprehensive capacity-building frameworks for Liberia’s port workforce long regarded as a critical bottleneck in the country’s maritime value chain.

The proposed collaboration includes open-enrolment professional training programmes as well as tailor-made, on-site technical modules customized to address Liberia’s unique operational, managerial, and governance challenges.

According to global shipping data, ports with structured professional training and digitized management systems can improve turnaround times by 25–40 percent, reduce cargo dwell time by up to 30 percent, and significantly enhance revenue transparency.

Liberia’s ports particularly the Freeport of Monrovia currently handle over 80 percent of the country’s seaborne trade, making efficiency gains economically consequential.

Modernization, Safety, and Governance

Beyond human capacity development, the engagement explored practical cooperation in upgrading port management systems, strengthening safety and security protocols, and modernizing aging infrastructure.

Emphasis was also placed on governance reforms, transparency mechanisms, and compliance with International Maritime Organization (IMO) standards areas where European ports have consistently demonstrated global leadership.

Antwerp, one of Europe’s largest port complexes, processes more than 230 million tons of cargo annually, serving as a benchmark for efficiency, sustainability, and digital integration.

ABI’s advisory role in ports across Africa, Asia, and Latin America positions it as a strategic partner for Liberia’s reform ambitions.

A Strategic Shift in Liberia’s Maritime Policy

A key outcome of the meeting was a shared commitment to advance structured, long-term cooperation aimed at reinforcing managerial expertise, professionalizing port operations, and aligning Liberia’s maritime gateways with globally recognized best practices.

For Liberia, whose post-war economy remains heavily trade-dependent, ports are not merely logistical assets but strategic economic arteries.

Studies by the World Bank indicate that inefficient ports can increase trade costs by 15–20 percent, disproportionately affecting developing economies.

By leveraging European technical expertise, Liberia is signaling a strategic pivot from reactive port management to proactive, data-driven, and skills-oriented maritime governance.

Regional and Global Implications

Strengthened cooperation between Liberia’s port authority and European maritime institutions is expected to reduce operational bottlenecks, attract greater private-sector confidence, and improve Liberia’s standing within regional and global supply chains, particularly along the West African coast.

As global shipping routes evolve and competition among ports intensifies, Liberia’s engagement with Antwerp Brussels International underscores a broader national objective: to reposition its ports as competitive, transparent, and reliable hubs for trade, investment, and economic growth.
