The Africa Centres for Disease Control and Prevention has appointed renowned Liberian public health expert, Dr. Tolbert G. Nyenswah, as Director of its critical Pandemic Preparedness, Prevention and Response (PPPR) unit.

The announcement, contained in an official communiqué released on April 8, underscores Africa CDC’s renewed commitment to strengthening the continent’s health security architecture amid rising global health threats.

A STRATEGIC APPOINTMENT AT A CRITICAL TIME

Africa faces increasing vulnerability to infectious disease outbreaks, with over 100 major public health emergencies recorded annually across the continent, according to Africa CDC data.

The COVID-19 pandemic alone exposed significant gaps in surveillance systems, emergency response coordination, and vaccine equity, with Africa receiving less than 20% of global vaccine supply during peak distribution periods.

With a population exceeding 1.4 billion people, the continent is prioritizing resilient health systems capable of early detection and rapid response to pandemics. Dr. Nyenswah’s appointment is widely viewed as a decisive move to address these systemic challenges.

FROM EBOLA HERO TO CONTINENTAL LEADER

Dr. Nyenswah brings over two decades of experience in epidemic control, global health security, and health systems strengthening.

He rose to international prominence during the devastating West African Ebola outbreak, one of the deadliest public health crises in modern history.

The outbreak resulted in more than 28,000 cases and over 11,000 deaths, severely impacting Liberia, Sierra Leone, and Guinea.

As Liberia’s Incident Manager, Dr. Nyenswah led a coordinated national response that significantly reduced transmission rates and helped bring the epidemic under control.

His leadership during that crisis earned global recognition for decisive action, community engagement strategies, and effective coordination with international partners.

BUILDING LIBERIA’S HEALTH SECURITY FRAMEWORK

Following the Ebola crisis, Dr. Nyenswah served as Director-General of the National Public Health Institute of Liberia, where he spearheaded reforms to strengthen disease surveillance, laboratory systems, and emergency preparedness.

Under his leadership:

Liberia expanded its disease surveillance network nationwide

Emergency Operations Centers were enhanced for rapid outbreak response

Public health workforce capacity increased through training and partnerships

Preparedness frameworks were developed to respond to emerging threats such as COVID-19

These reforms positioned Liberia as a model for post-crisis health system recovery in West Africa.

MANDATE AT AFRICA CDC: A CONTINENTAL SAFETY NET

In his new role, Dr. Nyenswah will oversee the implementation of Africa CDC’s Pandemic Preparedness, Prevention and Response (PPPR) strategy, which focuses on:

Strengthening early warning and surveillance systems

Enhancing laboratory and diagnostic capacity across member states

Coordinating rapid response to outbreaks

Expanding local manufacturing of vaccines and medical supplies

Supporting policy harmonization among African Union member states

The Africa CDC, established in 2017 under the African Union, plays a central role in coordinating public health initiatives across 55 member countries.

GLOBAL CONTEXT: RISING PANDEMIC RISKS

Public health experts warn that the frequency of zoonotic disease outbreaks is increasing due to factors such as urbanization, climate change, and cross-border mobility.

The World Health Organization estimates that 75% of emerging infectious diseases originate from animals, highlighting the urgency of proactive preparedness.

Africa, with its diverse ecosystems and rapidly growing population, remains both vulnerable and strategically important in global disease surveillance efforts.

A BOOST FOR AFRICA’S HEALTH SECURITY FUTURE

Dr. Nyenswah’s appointment signals a renewed push toward African-led solutions to African health challenges.

Analysts note that his experience bridging local response systems with international coordination makes him uniquely positioned to drive impactful reforms.

His leadership is expected to accelerate Africa CDC’s vision of a continent capable of preventing, detecting, and responding to public health threats efficiently and independently.

As Africa continues to navigate a complex global health landscape, the appointment of Dr. Tolbert G. Nyenswah represents both recognition of past excellence and a strategic investment in the future.

From the frontlines of Ebola in Liberia to the helm of continental pandemic preparedness, his journey reflects a broader story of resilience, expertise, and Africa’s growing capacity to safeguard its own public health destiny.
