President Joseph Nyuma Boakai has officially commissioned the newly constructed, state-of-the-art headquarters of the National Oil Company of Liberia (NOCAL), describing the project as a symbol of progress, accountability, and renewed confidence in Liberia’s energy and investment sector.
The commissioning ceremony, held Friday in Monrovia, brought together senior government officials, members of the diplomatic corps, development partners, and NOCAL executives, marking what many described as a landmark achievement for the state-owned enterprise.
Speaking at the event, President Boakai commended the management and Board of Directors of NOCAL for what he termed exceptional leadership and commitment in transforming the project from concept to completion.
He said the new headquarters reflects Liberia’s determination to rebuild and modernize its key institutions.“This new NOCAL headquarters is more than just a building; it is a symbol of progress, accountability, and renewed hope for our country,” President Boakai said.
“I urge every Liberian to speak positively about our nation and to support the ongoing development efforts.”
The Liberian leader reaffirmed his administration’s commitment to infrastructure development, economic transformation, and the strengthening of public institutions, noting that such investments help restore confidence among international partners and private investors.
Also speaking, NOCAL’s Acting President, Fabian M. Lai, described the completion of the headquarters as the beginning of a new chapter for the company.
He said the modern facility reflects NOCAL’s commitment to transparency, growth, and improved service delivery.“
This building stands as a powerful symbol of national pride, progress, and the future we envision for Liberia’s oil and gas sector,” Lai stated, while also recognizing former leaders whose efforts contributed to the project’s initiation and continuity.
Lai assured the public that NOCAL remains committed to job creation and expanding economic opportunities within the oil and gas industry.
For her part, NOCAL Board Chair, Cllr. Gloria Scott, praised the management and staff for the successful completion of the project, describing it as a divine blessing and a major achievement for the Republic.
Cllr. Scott emphasized the Board’s commitment to professionalism and institutional integrity. “NOCAL will not be dragged into public disputes. We are here to serve the Liberian people with diligence and accountability,” Cllr. Scott said.
The new headquarters is expected to enhance NOCAL’s operational capacity, housing administrative offices, technical departments, and modern workspaces designed to support the company’s long-term strategic objectives.
The ceremony concluded with a guided tour of the facility and expressions of optimism about Liberia’s path toward sustainable energy governance and economic growth.
