Sinoe County Senator Crayton O. Duncan has formally submitted to the Liberian Senate a proposed bill seeking the establishment of a Technical and Vocational Education and Training (TVET) Center in Sinoe County, aimed at expanding access to practical skills training and stimulating local economic development.
The communication was read for the first time during plenary on Thursday, February 19, 2026, by the Secretary of the Senate.
The bill subsequently underwent second reading in the chamber on Tuesday, February 24, 2026, and has been forwarded to the Committees on Education and Judiciary for further scrutiny before plenary takes a final decision on its passage.
In his submission, Senator Duncan emphasized that the establishment of the Sinoe County TVET Center would provide quality technical and vocational education to residents, particularly young people seeking employable skills.
According to the proposed legislation, the center will offer training programs in key disciplines, including agricultural technology and agribusiness; construction and building technology such as carpentry, plumbing, and masonry; electrical and solar installation; electronics; and information technology and computer science.
The bill also provides for hands-on training, internships, and apprenticeship opportunities to ensure that students gain practical experience in their respective fields.
Senator Duncan noted that this approach would enhance employability and strengthen entrepreneurial capacity among beneficiaries.
The draft legislation underscores that developing a skilled workforce is essential to Liberia’s economic growth and social well-being. It argues that establishing a technical and vocational training institution in Sinoe County would help address unemployment and poverty, particularly among the youth population.
If enacted into law, the bill will outline the establishment, governance, and administrative structure of the center, including provisions for its management and supervision.
Senator Duncan described the proposed TVET center as a major milestone in advancing technical and vocational education in Liberia, expressing confidence that the initiative would positively impact the lives of Sinoe residents and contribute meaningfully to national development.
