Liberia’s Civil Service Agency (CSA) and the National Social Security and Welfare Corporation (NASSCORP) have entered the second week of a nationwide pre-retirement counseling and data collection exercise designed to prepare public servants for retirement while strengthening the accuracy of government employment and pension records.

The exercise, which began on September 21, is targeting Government of Liberia employees scheduled to retire in December 2026.

The initiative forms part of broader efforts by the two institutions to identify, verify and counsel employees approaching retirement and ensure that eligible workers receive appropriate guidance on the transition from active government service to retirement.

The second phase, running from September 28 through October 3, is being conducted at multiple locations across Montserrado, Margibi, Lofa, Bomi, Grand Cape Mount, Grand Kru and River Gee counties.

In Montserrado, activities are being held at the Monrovia Vocational Training Center and the Samuel K. Doe Sports Complex Gymnasium from September 28 to October 2.

In Margibi, the exercise is taking place at the NASSCORP Regional Office in Kakata during the same period.

In Lofa County, teams are scheduled to visit Zorzor on September 28, Voinjama from September 30 to October 1, Kolahun on October 2 and Foya on October 3.

Bomi’s activities are centered at the NASSCORP Regional Office in Tubmanburg from September 28 to October 1, while Grand Cape Mount is scheduled for Robertsport on October 3 and 5.

In southeastern Liberia, the exercise is scheduled for Buah Central High School in Grand Kru on September 28, while River Gee locations include Fish Town from September 30 to October 1 and Karweaken from October 2 to 3.

The nationwide campaign builds on an earlier government retirement preparedness exercise that reached all 15 counties in 2024 and enrolled 1,403 potential retirees, according to the CSA.

The latest initiative also follows a September 2026 awareness program involving Human Resource Directors and Managers from 109 Government Spending Entities, who were briefed on identifying and validating employees approaching retirement and improving coordination between government institutions and NASSCORP.

The exercise has significance beyond administrative record-keeping because Liberia’s National Pension Scheme provides retirement, invalidity and survivor-related benefits to insured workers.

NASSCORP says the National Pension Scheme was launched on September 1, 1988, covering workers in both the public and private sectors.

The corporation currently reports more than 117,657 insured workers, 8,813 beneficiaries and 2,937 registered entities.

Under NASSCORP’s pension framework, workers generally qualify for retirement pension after reaching 60 years of age, completing the required minimum contributions and retiring from active employment.

Workers born before 1980 generally require at least 100 monthly contributions, while those born in 1980 or later require at least 144 monthly contributions.

NASSCORP states that pension calculations take into account the number of monthly contributions and average monthly earnings during the best five years preceding retirement.

Liberia’s civil-service retirement framework also recognizes 65 as the compulsory retirement age, with the Civil Service Agency responsible for processing government employees for retirement.

CSA guidance states that employees may be retired at 60 under the pension system, while compulsory retirement occurs at 65, subject to applicable rules and provisions.

For the CSA, which was established by legislative act in 1973, the exercise is also part of its broader mandate to manage Liberia’s civil service, including human-resource planning, recruitment, training, performance management, career development, pension and employee benefits.

Officials have previously emphasized that retirement should be treated as an orderly and dignified transition rather than a punitive measure against employees who have spent decades in public service.

During the September 2026 preparatory campaign, CSA Acting Director-General Edwin K. Jallah urged human-resource officials to recognize the contributions of employees approaching retirement and ensure they receive adequate support during the transition.

The current exercise is expected to continue in additional locations in the coming days and conclude nationally on October 16, 2026, although authorities say the schedule could be extended in some areas.

Eligible government employees have been encouraged to appear at the designated locations on their scheduled dates with the necessary employment and identification information.

The CSA and NASSCORP are urging employees and government institutions to follow official announcements for changes to schedules and information on subsequent locations as the nationwide exercise progresses.

The authorities say accurate and updated records will be essential to facilitating a smoother transition for public servants preparing to leave active government service and enter retirement.
