Naymote Partners for Democratic Development, a leading civil society
organization, has launched a new framework to independently track the
Government of Liberia’s National Development Plan, the ARREST Agenda for
Inclusive Development which spans from 2025 to 2029.
The ARREST Agenda outlines an ambitious roadmap for national transformation,
anchored on six strategic pillars, 52 core programs, and 378 development
interventions. These initiatives focus on critical sectors such as economic
transformation, good governance, infrastructure, rule of law, health,
education, and environmental sustainability.
Speaking at a press conference in Paynesville on Tuesday, Naymote’s
Executive Director, Eddie Jarwolo, said the organization’s newly introduced
tracking, monitoring, documentation, and reporting framework is intended to
provide citizens with timely, reliable, and independent updates on the progress
of the government’s development initiatives.
Jarwolo explained that the framework will collect baseline data, conduct
policy analyses, and monitor performance across government ministries,
agencies, commissions, and state-owned enterprises. Findings will be shared
through regular performance reports, digital dashboards, community radio
programs, and town hall meetings.
“This framework will help shift national conversations from political
rhetoric to evidence-based development results,” said Jarwolo. “As a leading
civil society institution dedicated to democratic accountability, Naymote is
committed to ensuring that this ambitious agenda delivers real and measurable
progress.”
According to Jarwolo, the initiative is part of Naymote’s broader Democratic
Advancement Program (DAP), aimed at fostering public accountability and
strengthening the social contract between political leaders and the citizenry.
Under the new framework, Naymote will publish a mid-year implementation
status report and an annual review that highlights successes, challenges, and
key recommendations for improvement.
The organization is calling on civil society actors, the media, development
partners, and government institutions to collaborate by sharing accurate
information, providing timely data, and promoting accountability at all levels.
“Liberia’s future depends on a government that delivers and a citizenry that
demands results. Through this initiative, Naymote will work to ensure
development delivers for every Liberian,” Jarwolo concluded.
This initiative builds on the success of Naymote’s widely recognized President
Meter, which evolved from tracking campaign promises to monitoring the
broader scope of national development commitments.
