The National Port Authority (NPA) has signed a long-awaited Collective Bargaining Agreement (CBA) with the Dock Workers Union of Liberia (DOWUL) and the Liberia Labour Congress, ending a decade-long delay that left workers without updated benefits and protections.

The agreement was finalized at the NPA Corporate Headquarters and was met with excitement from employees who had waited ten years for improved working conditions and a renewed commitment to labor welfare.

The signing ceremony brought together key stakeholders, including the Chairman of the Board of Directors, Rev. Dr. J. Luther Tarpeh; Managing Director, Sekou A. M. Dukuly; Deputy Managing Director for Administration, James R. Bernard; Deputy Managing Director for Operations, Emmanuel Horton; and executives of the Dock Workers Union of Liberia.

Their negotiations resulted in what is considered one of the most significant labor agreements in the Authority’s recent history.

Under the new CBA, NPA workers will receive a 10 percent salary increment and a non-taxable US$50 monthly food allowance.

The agreement also provides life and medical insurance for all employees, along with a death benefit guaranteeing that the deceased worker remains on payroll for 24 months to support the family.

Additionally, the agreement ensures that all promotions and salary increments will be performance-based and tied to the Authority’s operational capacity and Board-approved budget.

Managing Director Dukuly described the signing as a demonstration of the NPA’s commitment to fairness, accountability, and enhanced working conditions. Board Chairman Dr. Tarpeh praised the union leadership for its engagement and reaffirmed the Board’s support for strengthening labor relations.
