The Government of Liberia has announced a major regulatory reform aimed at transforming the country’s gold sector through the introduction of a comprehensive Gold Traceability System, designed to improve transparency, strengthen accountability, and combat illegal mineral trading.
The initiative, spearheaded by the Ministry of Mines and Energy (MME) through its Office of Precious Minerals (OPM), will require all licensed gold miners, dealers, brokers, and mining agents to comply with new documentation and monitoring procedures beginning October 1, 2026.
The new framework introduces the mandatory use of Gold Traceability Vouchers, which will serve as official records for every gold transaction conducted within Liberia’s mineral supply chain from extraction at mining sites to purchase, transfer, and export.
According to directives issued by the Ministry of Mines and Energy, the Gold Traceability System is part of broader government efforts to modernize the country’s mining governance structure and bring Liberia’s gold industry in line with internationally accepted standards for responsible mineral management.
The Ministry said the system will help authorities:
Monitor the movement of gold from mining sites to markets;
Reduce opportunities for illicit mineral trafficking;
Improve government oversight of gold production and trade;
Strengthen revenue collection within the mining sector;
Promote responsible sourcing practices.
The policy follows growing global demands for greater transparency in mineral supply chains, particularly in resource-rich developing countries where informal mining and illegal trading have historically created challenges for regulatory institutions.
Under the new regulations, all licensed Class “B” and Class “C” miners, dealers, and brokers must obtain official Gold Traceability Vouchers from the Office of Precious Minerals before engaging in gold transactions.
The vouchers will be required to document:
Gold purchases;
Gold sales;
Transfers between licensed operators;
Transaction details linked to production and export activities.
The Ministry has instructed all licensed operators to maintain completed traceability vouchers as part of their official business records.
The sector ministry warned that failure to properly document gold transactions could affect licensing compliance and future authorization to operate within Liberia’s gold market.
The Ministry further announced that gold dealers seeking authorization to export gold will now be required to include completed traceability vouchers as part of their export documentation.
Additionally, all Class “B” and Class “C” miners, dealers, and brokers must present their traceability records during the renewal process for their operating licenses.
Officials say the requirement will create a reliable database of gold production and movement, allowing regulators to better understand the sector’s performance and identify irregular activities.
To ensure effective implementation, the Ministry of Mines and Energy disclosed that periodic compliance inspections will be conducted by the Office of Precious Minerals and the Bureau of Mines.
The inspections will focus on determining whether licensed operators are:
Properly using Gold Traceability Vouchers;
Maintaining accurate transaction records;
Complying with national mining regulations;
Following responsible gold trading procedures.
The Ministry said enforcement measures will form a critical part of ensuring that Liberia’s gold industry operates under stronger governance standards.
Ahead of the official October 2026 rollout, the Ministry has begun preparations by organizing mandatory training sessions for licensed stakeholders.
In an August 4 memorandum issued by the Office of Precious Minerals, the Ministry announced that:
Licensed gold dealers will participate in training on Wednesday, August 12, 2026, at 10:00 a.m.
Licensed gold brokers will attend a separate training session on Friday, August 14, 2026, at 10:00 a.m.
Both sessions will be held at the Ministry of Mines and Energy headquarters on Capitol Hill, Monrovia.
The Ministry emphasized that attendance is compulsory and warned that excuses for absence will not be accepted.
The training will focus on the proper completion, management, and application of the Gold Traceability Forms.
Liberia is endowed with significant mineral resources, including gold, iron ore, diamonds, and other precious minerals.
Gold mining has expanded significantly in recent years, with increased participation from artisanal and small-scale miners across several counties.
However, like many mineral-producing countries, Liberia has faced longstanding challenges involving informal mining activities, limited tracking mechanisms, illegal trading, and difficulties in capturing the full economic value of mineral resources.
The introduction of a gold traceability framework represents a shift toward stronger resource governance by ensuring that gold entering local and international markets can be properly verified.
The Ministry of Mines and Energy described the Gold Traceability System as a landmark reform that will strengthen Liberia’s mining sector and promote confidence among local and international partners.
The initiative is expected to support Liberia’s broader goals of improving natural resource governance, increasing transparency, protecting government revenues, and ensuring that mineral wealth contributes more effectively to national development.
The Ministry has called on all licensed miners, dealers, brokers, and other stakeholders to cooperate fully with the new requirements to ensure a smooth transition and successful implementation of the traceability system.
