Liberia’s National Bureau of Concessions (NBC) has paid glowing tribute to the Ministry of Finance and Development Planning (MFDP) for its sustained collaboration and policy leadership, as the Ministry formally marked the conclusion of the tenure of Hanson Senu Kiazolu Sr., one of the country’s senior financial administrators.

Speaking at a formal ceremony attended by government officials, development partners, and civil servants, the NBC praised Finance Minister Augustine Kpehe Ngafuan for what it described as “visionary leadership and steadfast institutional partnership” during a period of significant fiscal reform and economic recovery.

According to the NBC, cooperation between the MFDP and the Bureau has been central to Liberia’s efforts to strengthen public financial management, concession oversight, and transparency, key pillars in a country where concession agreements account for a substantial share of national investment activity.

Official government reporting indicates that concession-linked sectors, including mining, agriculture, forestry, and energy, represent more than half of Liberia’s export earnings and employ tens of thousands of Liberians directly and indirectly.

Strengthening Fiscal Discipline and Transparency

During Hon. Kiazolu’s tenure at the MFDP, Liberia recorded measurable progress in fiscal governance.

Government performance assessments over recent years point to improved budget execution rates, expanded domestic revenue mobilization, and tighter expenditure controls, even amid global economic headwinds and post-pandemic recovery challenges.

NBC officials noted that collaborative reforms helped reinforce concession compliance monitoring, improve inter-agency coordination, and align public–private partnerships with Liberia’s ARREST Agenda for Inclusive Development.

International development partners have consistently emphasized that transparency in concession management can increase investor confidence and reduce revenue leakage, an issue historically costing resource-rich developing economies billions of dollars annually worldwide, according to global governance studies.

Leadership and Institutional Legacy

In remarks delivered on behalf of the NBC, A. Omaska Jallah, Chief of Office Staff, described Hon. Kiazolu as a public servant whose “dedication, technical expertise, and collaborative spirit left an indelible mark on Liberia’s financial landscape.”

“His leadership contributed to initiatives that strengthened efficiency, accountability, and sustainable development,” Jallah said, adding that the MFDP–NBC partnership has become a model of inter-institutional cooperation within Liberia’s public sector.

Finance Minister Augustine Kpehe Ngafuan was also commended for his personal engagement with reform processes and for maintaining continuity in fiscal policy during periods of political and economic transition.

Analysts note that such stability has been critical in sustaining donor confidence and supporting macroeconomic reforms backed by international financial institutions.

As Hon. Kiazolu assumes his new leadership role at the National Bureau of Concessions, stakeholders expressed optimism that his experience at the MFDP will further enhance oversight of concession agreements, an area increasingly seen as vital to Liberia’s long-term growth, job creation, and infrastructure development.

“With effective governance, Liberia’s concession sector has the potential to drive inclusive growth and significantly expand government revenue,” Jallah noted.

“We are confident that this partnership will continue to thrive.”

The ceremony concluded with renewed commitments from both institutions to deepen cooperation in support of fiscal responsibility, sustainable development, and public service excellence.
