For the first time in the nationโ€™s history, Liberia is taking a bold and structured step to respond to the rising threat of climate-induced migration.

On June 17, 2025, the Executive Director and CEO of the Environmental Protection Agency (EPA), Dr. Emmanuel King Urey Yarkpawolo, signed a landmark agreement at the Berlin Climate Mobility Forum, launching Liberiaโ€™s journey toward developing a National Climate Mobility Strategy.

The agreement paves the way for the EPA to conduct a comprehensive Climate Mobility Assessment a major move that will examine how climate change is forcing people to relocate within Liberia and what policies must be put in place to protect them.

The signing took place during a high-level session at the Berlin forum, attended by global climate leaders, policymakers, and civil society actors.

Liberiaโ€™s participation and leadership at the forum demonstrated not only its vulnerability but also its commitment to solutions.

โ€œClimate change is no longer a distant threat it is a current reality that is reshaping lives and livelihoods,โ€ said Dr. Urey Yarkpawolo. โ€œThrough this agreement, we are committing to assess the scale and nature of climate-induced mobility and to craft a national strategy that safeguards vulnerable communities while ensuring sustainable development.โ€, he told the gathering.

The Climate Mobility Assessment will involve among other things, the ๐†๐š๐ญ๐ก๐ž๐ซ๐ข๐ง๐  ๐๐š๐ญ๐š ๐จ๐ง ๐š๐ญ-๐ซ๐ข๐ฌ๐ค ๐ฉ๐จ๐ฉ๐ฎ๐ฅ๐š๐ญ๐ข๐จ๐ง๐ฌ ๐š๐ง๐ ๐š๐ซ๐ž๐š๐ฌ, the ๐‡๐จ๐ฅ๐๐ข๐ง๐  ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐š๐ง๐ ๐œ๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐œ๐จ๐ง๐ฌ๐ฎ๐ฅ๐ญ๐š๐ญ๐ข๐จ๐ง๐ฌ, ๐Œ๐š๐ฉ๐ฉ๐ข๐ง๐  ๐ฆ๐จ๐ฏ๐ž๐ฆ๐ž๐ง๐ญ ๐ญ๐ซ๐ž๐ง๐๐ฌ ๐ฅ๐ข๐ง๐ค๐ž๐ ๐ญ๐จ ๐ž๐ง๐ฏ๐ข๐ซ๐จ๐ง๐ฆ๐ž๐ง๐ญ๐š๐ฅ ๐ข๐ฆ๐ฉ๐š๐œ๐ญ๐ฌ and ๐ˆ๐ง๐ญ๐ž๐ ๐ซ๐š๐ญ๐ข๐ง๐  ๐œ๐ฅ๐ข๐ฆ๐š๐ญ๐ž ๐ฆ๐จ๐›๐ข๐ฅ๐ข๐ญ๐ฒ ๐ข๐ง๐ญ๐จ ๐๐ข๐ฌ๐š๐ฌ๐ญ๐ž๐ซ ๐ฉ๐ฅ๐š๐ง๐ง๐ข๐ง๐  ๐š๐ง๐ ๐๐ž๐ฏ๐ž๐ฅ๐จ๐ฉ๐ฆ๐ž๐ง๐ญ ๐ฉ๐จ๐ฅ๐ข๐œ๐ข๐ž๐ฌ.

At the same time, The findings will guide the creation of Liberiaโ€™s first ever National Climate Mobility Strategy a long-term plan that ensures those displaced by climate disasters are not forgotten or left behind.

Held under the theme โ€œPathways to Protection: Addressing Climate Mobility through Policy and Practice,โ€ the Berlin Climate Mobility Forum gave Liberia a global stage to raise awareness and secure partnerships.

This move aligns with Liberiaโ€™s obligations under the Paris Agreement and shows that the country is not waiting for disaster to strike before taking action. Instead, it is stepping up, showing leadership, and preparing its systems and communities for the future.

โ€œThis is the first time in Liberiaโ€™s history that a focused, data-driven initiative will be undertaken to understand and address climate induced migration. It is not just a policy move it is a people-first strategy to ensure that climate justice reaches every corner of the country, โ€œDr. Urey Yarkpawolo added.
