In a decisive move to modernize Liberia’s transport infrastructure, President Joseph Nyuma Boakai, Sr., has signed Executive Order No. 153, renewing and expanding the mandate of the Liberia National Railway Authority (LNRA).

The new order builds on Executive Order No. 136, reaffirming the LNRA as the national regulatory and facilitative body for the country’s railway sector.

Issued from the Executive Mansion, the order underscores the strategic importance of a robust railway system in driving Liberia’s economic transformation, promoting regional integration, and enhancing global competitiveness.

The renewed Executive Order refocuses the LNRA’s role as a permanent, technically competent institution responsible for ensuring equitable, safe, and sustainable access to railway infrastructure for key sectors, including mining, agriculture, and forestry.

Until formal legislation is passed by the National Legislature, the LNRA will continue to operate under the authority of this Executive Order.

It will serve as the custodian of national rail policy, promoting multi-user access, operational efficiency, safety, and sustainable asset management.

To support the Authority’s implementation, the Government will engage a qualified international advisory and technical entity with expertise in railway regulation and infrastructure.

The advisory team will play a critical role in shaping the LNRA’s institutional framework, including:

Drafting enabling legislation to establish the LNRA as a statutory body, Creating a transparent regulatory framework aligned with global standards, Designing a multi-user access model to promote fairness and competition, Proposing sustainable financing options, including public-private partnerships and Integrating environmental and climate resilience safeguards into rail planning and development.

The advisory process will be supervised by the Ministry of State for Presidential Affairs, with cross-agency coordination.

A Rail Authority Liaison Officer will be appointed to facilitate implementation, supported by two technical staff seconded from the Civil Service Agency.

President Boakai emphasized his administration’s commitment to overhauling national infrastructure as a pillar of inclusive growth.

“A modern, efficient, and transparent railway system is critical to unlocking Liberia’s economic potential,” the President said.

“This renewed focus will ensure that our railways serve the collective interests of the Liberian people and contribute to sustainable national progress.”

Executive Order No. 153 takes immediate effect and will remain in force until the formal enactment of legislation or unless otherwise amended or revoked by the President.
