Superintendent Jackson K. Kolako of the Monrovia Central Prison says Liberia’s correctional system stands to benefit significantly from lessons learned during an intensive crisis management training held in Tiflet, Morocco.
Kolako, who formed part of a delegation from the Bureau of Corrections and Rehabilitation (BCR), described the training as both practical and transformative.
“The training exposed us to modern crisis management strategies that will greatly improve coordination, preparedness, and early warning systems within our prison facilities,” Kolako said.
“It has strengthened our capacity to respond effectively to emergencies.”
Following their return to Liberia, Kolako and his colleagues formally presented themselves to the Ministry of Justice and the United States Embassy near Monrovia.
During the meeting, the delegation unveiled a Capstone Project Proposal aimed at reinforcing crisis management structures across the country’s correctional institutions.
“Our Capstone Project focuses on building a more coordinated and responsive correctional system,” he explained.
“We are committed to applying the knowledge gained in Morocco to improve safety and operational efficiency in Liberia’s prisons.”
Kolako expressed appreciation to the Minister of Justice, Oswald N. Tweh, and the Assistant Minister for Corrections, Gabriel Fayiah Ndupellar, for their warm reception and continued commitment to reform.
“We are grateful for the leadership’s support and their dedication to advancing meaningful reforms within the correctional sector,” he added.

The delegation was comprised of Superintendent Susan G. Merriam of Harper Central Prison and Superintendent Charles Z. Mahn Sr. of Sanniquellie Central Prison including Jackson K. Kolako from the Monrovia Central Prison.
Kolako has reaffirmed the team’s collective commitment to professional excellence and institutional reform.
“Together, we remain focused on building a safer, more resilient, and more accountable correctional system for Liberia,” he concluded.
