Liberia’s Civil Service Agency (CSA) has received one of the country’s most prestigious institutional recognitions after being named recipient of the “Golden Image Distinguished Excellence in National Transformation Award” during the 16th Edition of the Golden Image Awards 2026, in recognition of its ongoing efforts to modernize Liberia’s public service and strengthen governance through civil service reforms.
The award was presented during an official ceremony held on Tuesday, July 21, 2026, at the Theater of the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Monrovia.
The Agency’s Director-General, Dr. Josiah F. Joekai, Jr., accepted the honor on behalf of the institution before government officials, development partners, members of the diplomatic corps, civil society representatives, and invited guests.
The recognition comes just days before Liberia marks its 179th Independence Anniversary, celebrated this year under the national theme: “Peace, Leadership, Investment, Tourism and Cultural Excellence.”
The timing underscores the country’s broader commitment to strengthening democratic institutions, promoting accountable governance, and accelerating national development.
The Golden Image Award recognizes institutions and individuals whose leadership, innovation, and service have significantly contributed to Liberia’s national transformation.
Organizers praised the Civil Service Agency for its continued pursuit of excellence, institutional reforms, and commitment to building a professional, efficient, and merit-based public service.
Under the leadership of Dr. Joekai, the CSA has intensified efforts to modernize Liberia’s civil service through digital personnel management systems, enhanced payroll integrity, performance management initiatives, capacity-building programs, and stronger merit-based recruitment processes.
These reforms are intended to improve service delivery, enhance transparency, and increase public confidence in government institutions.
According to recent government data, Liberia’s civil service employs more than 63,000 public servants, making it one of the country’s largest employers.
The CSA continues to oversee human resource management across ministries, agencies, and commissions while implementing reforms aligned with President Joseph Nyuma Boakai’s ARREST Agenda for Inclusive Development (AAID), which identifies good governance and institutional effectiveness as central pillars for sustainable economic growth.
Receiving the award, Dr. Joekai described the recognition as a tribute to the dedication and professionalism of the Agency’s staff and reaffirmed the CSA’s commitment to transforming Liberia’s public sector into a modern, accountable, and results-oriented institution.
“This recognition strengthens our resolve to continue building a civil service that is professional, productive, transparent, and driven by merit.
We dedicate this award to every public servant committed to serving the Liberian people with integrity and excellence,” he said.
The Civil Service Agency also expressed gratitude to the organizers of the Golden Image Awards for acknowledging its contributions to national development, describing the honor as both an inspiration and a responsibility to sustain ongoing reforms.
Established to regulate and oversee Liberia’s public service, the Civil Service Agency remains the government’s principal institution responsible for personnel administration, workforce planning, policy implementation, and human resource development.
In recent years, the Agency has intensified efforts to improve accountability, strengthen institutional capacity, and create a more efficient public sector capable of supporting Liberia’s long-term development aspirations.
