In continuation of its robust and proactive reform agenda, The Civil Service Agency has officially announced a new mandate for all Ministries, Agencies, and Commissions, effective July 28, 2025.
Following the official release of the pronouncement , the CSA said no Personnel Action Notice will be processed without a certificate confirming a successful pass in the National Civil Service Testing Center examination.
As part of the process, The National Civil Service Testing Center began administering these exams on June 23, 2025.
According to the CSA, The directive aligns with Section 3.2.1 of the Standing Orders for the Civil Service, which states that all appointments to classified civil service positions must be channeled through the CSA, including recruitment examinations and certification.
The CSA stresses that the process is critical for strengthening professionalism, transparency, and performance.
The CSA emphasized that while PANs submitted before July 28, 2025, will be processed on their merits, all future submissions require the exam certificate.
Meanwhile, the Human Rights Directors are urging civil servants to comply, as non-compliance will result in automatic disqualification and administrative actions.
