The Center for National Documents and Records Agency (CNDRA) has denied allegations of corruption published by Base TV Media under the headline, “Corruption Scandal at the Center for National Documents and Records Agency (CNDRA)” on February 19, 2026, describing the report as irresponsible, misleading, and defamatory.
Speaking to journalists in Monrovia on Friday, CNDRA Communications Director Kaipee Luther Newray said the accusations against the agency’s leadership are malicious and unsubstantiated, and were intended to tarnish its reputation.
Newray clarified that Director General D. Nelson Bearngar, Financial Comptroller Henry G. Swaray, and Procurement Director James Fahnbulleh have not engaged in bribery or misapplication of public funds as alleged.
He emphasized that the publication failed to present credible evidence, official audit reports, investigative findings, or documentation from oversight institutions to support its claims.
According to him, the agency’s annual procurement plan complies fully with Liberia’s Public Procurement and Concessions Commission (PPCC) regulations.
He also dismissed allegations of biweekly withdrawals of public funds for unlawful purposes as baseless and unsupported by any financial audit.
CNDRA head of Communications, Newray described the publication as an act of character assassination rather than ethical journalism, noting that it did not provide proof of conflict of interest or verified documentation to substantiate claims that the Director General owns a company that benefits from CNDRA contracts.
He rejected the assertions that the agency failed to meet its national budget target, stating that CNDRA exceeded its 2025 revenue target and received a performance bonus of US$100,000 in recognition of its achievement.
He further called on Base TV Media to retract the publication, warning that the agency may pursue legal action against individuals or institutions that seek to damage its reputation.
